【摘要】:ThispartofISO16049specifiesutilizationguidelinesandprinciplestobeusedinstrengthcalculationmethodsadequatetoguaranteetheeffectivenessandultimateloadstrengthoftie-down/lashingarrangementsusedtorestraincargoonboardciviltransportaircraftduringflightforeither:a)cargoloadedandtieddownontoairworthinesscertifiedaircargopallets,themselvesrestrainedintoaircraftlowerdeckormaindeckcargosystemsmeetingtherequirementsofISO8097;b)additionaltiedownonaircraftstructurewhennecessitatedbypalletmaximumgrossmassorcentreofgravitylimits;c)non-unitizedindividualpiecesofcargo,orpiecesofcargoplacedontoanunrestrained("floating")palletintoeitherlowerdeckormaindeckcontainerizedcargocompartmentsofanaircraft;ord)individualpiecesofloadloadedinnoncontainerized(bulkloaded)baggageorcargocompartments.ThispartofISO16049isapplicabletocargotie-down/lashingarrangementsusingexclusivelyaircargorestraintstrapsconformingtoISO16049-1.Itsgeneralrecommendationsmaybeusedfortie-downarrangementsusingothermeans(e.g.steelcables,rope,chains,othertypesofstraps),butundertheuser'sresponsibilityastotheiradequacyandthestrengthcalculationsrequired.ThispartofISO16049isnotapplicabletotheuseofchainsorotherrigiddevicesfortie-downontociviltransportaircraftfloortracks.Thesedevicesaregenerallynotrecommendedforuseduetothepossibilityofgeneratingexcessivestressesintheaircraftstructure,exceptwhereexplicitlyapprovedinthemanufacturer'sAuthorityapprovedWeightandBalanceManual.ThispartofISO16049isintendedtoprovideindustryrecognizedmeansofcomplyingwithAirworthinessAuthoritiesgeneralregulationsapplicabletoload-securingonboardciviltransportaircraft(seeFAR/JARParts25),andaircraftmanufacturersAuthorityapprovedWeightandBalanceManualsforeachaircrafttypeasspecifiedtherein.ItisnottheintentofthispartofISO16049tospecifywhenrestraintstrapsshouldbeused,buthowtheyshouldbeused.Itdoesnot,underanycircumstance,supersedetherequirementsofanyoftheabovedocumentsthattakeprecedenceatalltimes.
